Power Rangers Ninja Storm was the first incarnation of the children's television series Power Rangers to begin with a team of three Power Rangers instead of five, the first to feature an Earth-based Ranger team with one female Ranger instead of two, and the first to be filmed in New Zealand instead of the United States. The new location meant that, to fans' disappointment, there was no canon crossover episode involving the previous season Wild Force, as had been a series tradition prior to 2003.

Another first for the series during the year of Ninja Storm was an on-screen association of Power Rangers with comic books. In the pilot episode, Tori Hanson remarks, "You guys have got to lay off the comic books, seriously. Power Rangers? Whatever." This caused a stir in fandom as fans tried to figure out whether the existence of Power Rangers was debated within the Power Rangers universe itself. (Ten years before, Ernie treated comic book characters as real during MMPR by saying of the Power Rangers, "They're doing for Angel Grove what Batman has done for Gotham City.")

The initial members of the Ninja Storm team were Wind Rangers Shane Clarke, Dustin Brooks, and Tori Hanson. They were later joined by Thunder Rangers Hunter Bradley and Blake Bradley, and then by Samurai Ranger Cameron Watanabe.
