Although Oliver and Sara Lance have always known each other, Felicity hadn't known them until season one for Oliver and season two for Sara. They are officially part of Team Arrow, and all three of them are considered friends.
Fandom
Although this threesome is not canonical, Oliver does seem to have feelings for both women (thus making the ships Canarrow and Olicity) and has consummated his feelings with Sara. Plus his history of being a playboy helps that he wouldn't object to it or has already been part of a threesome, also supports the pairing idea. Sara Lance is also notably bisexual (as shown with her relationship with Nyssa al Ghul[1]) and thus this threesome isn't considered a crackship by the fandom.
