Touta Matsuda (松田 桃太, Matsuda Tōta) is a character in the manga and anime Death Note.
Canon
Matsuda is a young police detective and member of the Task Force to catch Kira.
Fandom
While far from the most popular character in the series, Matsuda is beloved by a subset of fans for his earnestness, eagerness, and to a certain extent his innocence. He's seen as a cheerful, naive personality that counterbalances Death Notes' many cynical and scheming characters.
