Jess appears in one scene in the episode Survivors (S02E04).
Lena calls her Jess and the scene introduces her as Lena's assistant/secretary, but no surname or long form of her given name is established in canon.
The IMDB page for the episode only lists her as "Receptionist".[1]
Fandom
Jess is a popular supporting character in Lena Luthor centric and in particular in Kara/Lena fanfiction, where she is typically Lena's loyal assistant/secretary, ally and sometimes friend.
In fanfiction Jess' full name is often Jessica "Jess" Hoang, which was used for the first time [2] in the fic Sunlit Honey and Lavender Sunsets by wtfoctagon. Another common variant of her full name in fanfiction is Jessica Huang or Jess Huang.
This is a good example of fanon and sometimes this is addressed and played with in fanfiction as well:
