Hartley is a character in the Disney Channel sitcom Villains of Valley View. She is the next-door neighbor of the Madden's, a family of super villains attempting to lead normal lives while hiding in a small town in Texas named Valley View. She becomes fast friends with Amy Madden, whom the show centers around. Hartley lives with her grandmother Celia who's the Madden's landlord. Hartley is a bright and cheery character, which contrasts against the villainy of the Maddens. She loves everything bright, fun, and good. She runs the sunshine club at Valley View High school. Hartley is, to the annoyance of Amy a huge fan of the heroes, especially Starling.
