Galaxy Con was a fan-run Star Trek convention held in Chicago in 1994.
It sounds like it was a disaster.
Con Report
... a fiasco called Galaxy Con in Chicago. That last bears some comment here. For whatever reason, the organizers of this "fan-run" convention obviously lost control of the event, and it collapsed mid-weekend. Still, Holly Trueblood was there gamely selling our Orion Press zines and chatting with many of you. We regret the disappointment we're certain the attendees felt at learning that virtually all the guests had cancelled and that the dealer’s room was practically empty, and we thank those of you who visited our table both to buy our zines...
