The dsvirtualbar community on tumblr has been celebrating Flower Crown Day intermittently since 2014. The first year seems to have been unplanned and may have been inspired by tumblr's 2013 flower crown meme.

From the 2014 flower crown roundup post:

This morning, quite unexpectedly, dS tumblr fandom struck upon an idea that gained speed pretty quickly: putting flower crowns on CKR. Here we are a little more than 12 hours later, and I am amazed at what we cranked out today.

In subsequent years more fanwork types were encouraged and the event was renamed several times as the scope expanded. In 2021, all fandoms are eligible.
