And the Stars Shall Weep is a 1976 Star Trek: TOS drawerfic by Betsy Fisher.
The front cover is an illo of Spock as "Ry" in "Summer of 1965." This illo is also by Betsy Fisher and is dated 1977. Despite the name "Ry," this story does not have a connection to a much later novel by Fisher, called Ry.
Story Summary
The story is about the crew of the Enterprise in later years as they experience many serious health issues (McCoy - heart attack, Spock - paralyzed from the waist down) and how the citizens of the planet Talos IV offer rejuvenation and a place to become young and beautiful and to live forever.
Admiral Lord cleared his throat and be pan to speak again. "What the Talosians propose is this: They offer the planet Talos TV, as a retirement planet for anyone in the federation who should choose to go there, in return for consideration by us for their entry into the federation. This has already been brought to the board and will be voted upon in the near future. In addition, the Talosians also offer their planet as a haven to those who have been permanently disabled, as in the case of you, Ambassador Spock, and Dr. McCoy: and also to those temporarily disabled, who will eventually recover and return to duty. These people will be welcome to go to Talos TV either permanently, or temporarily, to be free of their physical bodies while in residence, and free to leave at any time. The Keeper says the planet has become a beautiful garden spot, thanks to the help of Christopher Pike and the woman, Vina, who assisted the cultivation and planting of trees and vegetation from all over the galaxy. The cages of the past are still deep within the bowels of the planet, but they are no longer cages... but laboratories. So there is plenty of work be done by anyone who is so inclined.

In 2022, this story was sold on eBay with this description: "A leather binder with hand done illustration taped to the front (dated 4/6/77) contains a full book-length fan fiction piece titled "... And the Stars Shall Weep" written by Betsy Fisher, dated 1976. 118 pages long. The manuscript is accompanied by a collection of slides exposed on large size photo paper. They appear to be frames from a stop-motion animation star trek project, though there aren't enough to figure out the story line."
