Justin/Harper is a het Wizards of Waverly Place pairing of Justin Russo and Harper Finkle.
Canon
In the series it is a well known fact that Harper crushes on Justin, although she is too nervous to say or do anything about it. In the episode Baby Cupid, Justin gets hit by Cupid's arrow and Harper finally gets the confidence to ask him out which because she was the first person he saw he fell in love with her so he said yes. In the end, however, Harper doesn't like the "new" Justin and liked the Justin that didn't like her back more.
Fandom
Justin/Harper was the first pairing to appear in Wizards of Waverly Place fandom in 2007. Since then it's steadily grew, but WOWP fans were more attracted to other pairings: Justin/Alex, Justin/Max, and Harper/Zeke, and Harper/Max.
The LiveJournal community, Silent Lovers, was created on May 9, 2009 but it only had 3 posts, last updated in 2011.
