That's correct. From the template page: "This template is intended to be used for explicit images that depict people engaging in sexual acts with visible genitalia." A classic example of when we don't need to use the template: Michelangelo's David statute who is showing genitals but is not engaging in sexual activity. Another example: a bare breasted woman.
