The Captain and Counselor is a fanfiction series in Star Trek: The Next Generation fandom, focusing on the pairing of Picard/Troi. The series is written by Lori, also known as zakhad, a prolific fanfic writer and the main proponent of the Picard/Troi pairing. Author's description of the series:

An alternate universe in which Counselor Troi and Captain Picard come together. Many original characters, one re-storied movie, mixed genres, expansions on canon and fanfixes - generally every what-if I've ever thought about and experimentation with different modes of storytelling. The series was started in the 90s... The series has many stories of varying lengths, novels to vignettes of a few hundred words. Some are action/adventure and some are pwp or romance-oriented. It's best to read everything in order. There are several plot arcs, developing as each story adds to the building of the background of the later stories. Short pieces are more likely to be comprehensible on their own.[1]

Several of the early stories were winners of ASC Awards, usually in the TNG General Pairing, Troi Pairing or Picard Pairing categories.

Because zakhad is a good enough writer to take a fairly unlikely, unusual pairing (Captain Picard and Counselor Troi), and make you not only believe it's possible but make it seem inevitable. Her stories are beautifully written, tightly plotted, and she has the knack of making all her characters (even the original ones) feel real. This series has two gen short stories during the series itself, and goes AU before the ninth movie, "Insurrection." On an Enterprise which most of their friends have left, Captain Picard and Counselor Troi find themselves drawn together in friendship and something more. It's not an easy path; both have to grow as people and as officers together to make it work. And the Enterprise's usual adventures don't help.[2]

it's so incredibly well-written and riveting, I can't put it down. Literally. I'm reading it on my iPad, and every night when I go to bed I pull it up on safari to read a few parts. It's like...going to the bookstore and getting the newest copy of whatever book is next in my favorite series and not stopping until I'm done. I can't put it DOWN until my eyes start to droop, and even then I'm reluctant... Your dialogue is exactly what I can imagine from Picard and Troi. I've only thrown TNG on once, though Netflix, since I started this, and all I could honestly think of was 'why aren't they...oh, yeah. That's right. I was reading a fic where they look at each other like star-struck lovers'. But the way you write them is so believable to me that I feel like that should have at LEAST been hinted or suggested- because I could easily see Picard taking her to the holodeck, or meeting up with her in Ten-Forward for drinks, or just strolling the decks of the ship. I could see any of what they did on TNG as things they could do together, and that's because you just captured them both SO incredibly well.[3]

Part one of a much longer series ('Captain and Counselor', P/T), this fic is a beautifully written look at a captain and ship's counselor beginning to sketch out the contours of their professional relationship. The character voices are brilliantly done, and the professional tone of the interactions is sustained without any hint of awkwardness. [4]
