Rouxls Kaard is a minor character in Deltarune.
Canon Overview
Rouxls Kaard is an underling of the King of Spades, who fired all the Jigsawries and appointed him to create the Card Kingdom's puzzles in their place after the King of Spades ousted the other three kings from their positions. However, all of his new puzzles are laughably easy block-pushing puzzles and do not present much challenge.
Rouxls Kaard first directly appears in the Card Castle, trying to stop the party with the easiest "puzzles" in the game. He also runs a shop where the party can purchase items from him and hear him gossip about castle life. His final attempt to stop the party involves bringing back miniboss K.Round and forcing it to fight them by using the "control crown"; after this fails, he switches sides, pretending that he was just testing their worthiness all along.
Rouxls has a self-important and flamboyant attitude that creates a comedic contrast with his incompetence and cowardice. He always sides with the strongest, and his opinions in his shopkeeper dialogue change to reflect his shifting loyalties after the second K.Round battle. He speaks in humorously incorrect Shakespearean English, parodying the trend of social media posts coopting the same type of dialect for comedic, sarcastic, or melodramatic effect. He also calls everyone "worms" a lot.
Lancer refers to Rouxls as his "lesser dad" and according to Rouxls likes to pester him; when talking about him Rouxls always expresses both fondness and exasperation at his antics.
If spoken to during the Spare ending of the Card Kingdom's chapter, Rouxls can be discovered claiming to have masterminded the effort to depose the Chaos King. When Susie calls him on his egregious horseshit, he bribes her to stay silent by offering her a snack of worms, which she accepts.
Rouxls moves to Ralsei's castle in chapter 2, and accompanies the party to the Cyber World, where he attempts to become Queen's minion but ultimately never gains her attention. After a brief territory-capturing boss fight, he becomes partially petrified, but is restored to health upon returning to Ralsei's castle. He appears to be searching for a new evil boss to become the right-hand minion of.
In the alternate route Rouxls appears already petrified, blocking off Swatch's cafe and providing Ralsei with an opportunity to explain the problems with Darkner-Dark World compatibility.
Fandom
Rouxls' outrageous speech pattern and total incompetence have earned him massive popularity in Deltarune fandom, and many players have voiced sadness that he did not get a more prominent role in the demo's story.

Rouxls is a popular feature in fanworks about the Card Kingdom cast. Bonding activities with Lancer are a common topic for fanfiction and fan comics, and range from comedic in tone (e.g. Rouxls learning to get along with and/or love his boyfriend's obnoxious offspring) to serious (e.g. Rouxls shielding Lancer from the King of Spades' increasingly abusive behavior after the latter is corrupted by the Knight and the Queen, or commiserating with him postcanon over same).
