Hartley Rathaway aka The Pied Piper is a DC Comics character. He is a reformed criminal and former member of the Rogues.
Canon
Comics
Hartley Rathaway was born deaf and has advanced hearing implants. Hartley studied sonic techonology, and can create vibrational blasts. He can use music to hypnotize others. He eventually retired from crime, and came out as a gay man.
In the New 52 comics, Hartley is a former vigilante and conductor of the Central City Orchestra. His boyfriend is David Singh, Head of the CCPD Crime Lab.
Arrowverse
Hartley is a highly intelligent former employee of Star Labs, who can speak multiple languages. His hearing difficulty is a result of the particle accelerator explosion, and Hartley is in extreme pain without his hearing implants. Blaming Harrison Wells for his injury, Hartley plans to infiltrate Star Labs and steal information implicating Wells in the explosion.
Hartley has not appeared in The Flash since season 2, when it is revealed that changes to the timeline result in Hartley becoming a more stable and less villainous character. With the introduction of Wally West to the main cast, many fans looked forward to Hartley and Wally developing a friendship, similar to their relationship in the comics, but the two character have not shared a scene yet.

Hartley is most commonly paired with Cisco Ramon (Hartmon/Viper) or Barry Allen (Bartley). These are both small pairings within the fandom.
Even in the Arrowverse fandom, Hartley is often paired with James Jesse or David Singh in AU fics. These are often side pairings.
Many fans headcanon that Hartley had a previous relationship with Eobard Thawne, believing him to be Harrison Wells, CEO of Star Labs.
