From a flyer:

The theme is Orwell's "1984". About a third of the panels will grow out of the theme, including looks at the Political Novel as SF, Utopias and Dystopias, and panels based on the slogans of Orwell's "Oceania": War is Peace, Freedom is Slavery, and Ignorance is Strength. Also on the program, a look at the future of space exploration from the congressional and industry points of view as well as NASA's, the problems with the last few Worldcons, presentations on upcoming feature films, SF cartooning, the schism between written and media SF fen, and presentations by the 86 Worldcon bid committees. Not to mention stellar speeches by our guests of honor.
