The Quality of Mercy is a Blake's 7 story by Matilda Willard.

It was published in Avon Calling #3 and is part of the mini-zine in that issue called "Perchance to Dream."

A tragedy where Avon is on a life-support machien after Blake's death at Gauda Prime. Can Servalan show him the final mercy? [1]

Probably my favorite story in the zine, and an excellent portrayal of Servalan. It's actually a very short story, so I don't really want to say more about it, other than if you don't like depressing stories, don't read it![2]

And then there's this one, which is about Servalan deciding whether she will turn off Avon's life support system post GP. I like it - it's well done, and not as depressing as other reviews would lead you to believe (I would argue). The one problem is, as I said, I've only got crazier re, my Blake feels, so the fic asserts here that Blake was working for Servalan at GP and that throws me out of the story and sets me onto a massive rant about how GP proves that Blake loves Avon, not that he's evil.[3]
