Did Al Schuster own this con?

According to Margaret A. Basta in Star-Borne #10 (1973), Al Schuster "owned" this con? Her comments regarding Star-Con were: "Who is running this con? Well, like Al Schuster's NYSTCONs, this Detroit Convention is owned and run by Dave Lillard."
