Starfleet Supplemental Communiqué is a gen Star Trek: TOS clubzine and newsletter of the STARFLEET: The International Star Trek Fan Association, Inc. (hence the Starfleet titles combined with the names to indicate positions in the club). It was edited by "Admiral Eric Stillwell" with the help of his roommate, Chief of Communications Vice Admiral Anthony Wynn, who used the pseudonym "T. Wxyn." Issues were offset and ran 12-16 pages.
The "supplemental" in the title stems from this zine not having been the official club newsletter at the time, which was Starfleet Communications, and apparently suffered from delays. There are at least seven issues. Eventually Starfleet Supplemental Communiqué replaced Starfleet Communications as newsletter, and it was named just Starfleet Communiqué when it became the official newsletter of the club. That zine is still published, issue #155 in Oct/Nov 2009.
