Lincoln Star Fleet was a Star Trek fan club out of Philadelphia.
A 1976 blurb in the 5th International Star Trek Convention stated that it was "a Star Trek organization for public information," and that dues were $5.00 a year for "6 newszines and 4 fanzines."
The fanzine was Phase Out.
The newsletter was The Tribbles Speak.
