Summary from an ad in The New Monthly: "The Federation had been observing the Romulans along the border, watching for signs of the weapons that they had been told about by Admiral Jerok several years before. They found the evidence. There as also mounting evidence that the Underground was gaining a foothold in the Romulan socieity and that there might be a chance for peace between the two governments. The Enterprise has been sent on a two-fold mission: to find the weapon and bring it back for study, and escort the Underground leaders to neutral territory for peace talks. Of course, there are those in the Romulan government want to see both missions fail."
